当前国际金融危机持续深化导致国际经济环境严峻复杂,世界经济复苏的不稳定性和不确定性在上升.全球经济形势严峻以及由此带来的政策取向将对我国经济走势和宏观调控带来挑战,同时也会对江苏利用外商直接投资带来明显的影响.当前江苏利用外资原有的一些优势正在弱化,存在着一定的问题,因而必须以质谋变,以延伸产业链、攀升价值链为重点调整和优化江苏利用外资结构,提升利用外资的质量和水平,促进江苏开放型经济的转型升级,增创开放型经济的新优势.

The ever-deepening of the current international financial crisis deteriorates and compli- cates the international economic environment, resulting in the ever-rising instability and uncertainty of world economic recovery. The difficult global economic situation and the resulting policy orientation will not only challenge China＇s macro economic trends and macro-control, but also obviously affect the utilization of fo-reign investment in Jiangsu. At present, the original advantage of the utilization of foreign investment in Jiangsu is weakening and problems are unresolved. Therefore we must stress the quality rather than the quantity, focus on extending the industrial chain and moving upward the value chain to adjust and optimize the structure of utilizing foreign investment in Jiangsu so as to improve the quality and level of utilization of foreign capital and promote promote Jiangsu open economy to transform and upgrade in order to create new advantages for Jiangsu economy.
