国家“十二五”规划将军民融合提升到国家战略层面，军民融合成功与否直接影响国防建设和经济建设。本文借鉴现代应急管理的“三制”（即体制、机制、法制）体系理论，首先从体制、机制、法制三个维度简要梳理我国军民融合现存的主要问题；在此基础上，通过吸收国外的成功经验，结合自身的国情军情，重点对军民融合管理体制、运行机制进行优化设计，针对性地提出相关建议和实施路径，并对现有法制法规的健全提供思路。全文通过系统性地分析“三制”体系框架，力求为军民融合的深入开展提供参考建议。

National ＂12th Five Year Plan＂ enhances the civil-military integration into the national strategic level, the success of civil-military inte- gration will directly impact on the construction of national defense and national economy. Learning from the modern emergency management theory of ＂three system＂（i,e, system, mechanism and legal system）, this paper firstly briefly reviewed the existing problems of civil-military integration from these Ihree aspects. On this basis, by absorbing the successful experience of foreign countries, and combining our own national and military conditions, the paper focuses on the optimal design of civil-military integration management system and operational mechanism, pointedly puts for ward relevant recommendations and implementation paths, further, provides ideas on the soundness of laws and regulations. The whole paper strives to provide suggestions for the depth development of civil-military integration by systematic analysis of ＂three-system＂ frame.
