新修订的《军队基层文化建设规定》，把习近平主席提出的强军目标作为基层文化建设的指导思想，全面体现到基层文化建设的原则中，贯彻落实到基层文化建设的各项工作中。积极顺应发展先进军事文化的形势，对基层文化建设的指导思想、目标任务、原则要求、主要内容等进行充实完善，从各级职责、文化活动、骨干队伍、文化设施装备、野战文化工作等方面，对基层文化建设作出全面系统规范。吸纳经验成果丰富拓展的新内容，适应信息化发展步伐提出的新要求，着眼破解矛盾问题出台的新举措，突出体现了继承传统开拓创新的精神。

In the newly revised Regulations for the Construction of Military Grass-roots Culture, the target of strengthe- ning our military forces, put forward by President Xi Jinping,is taken as the guideline of the construction of grass-roots cul- ture, and it is also reflected in the principle about the building of grass-roots culture, implemented in every field of the work of cultural building. To actively adapt to the development of advanced military culture, to enrich and improve the guiding ideology, objective principles and requirements of the grass-roots culture building, and to make a comprehensive and system- atic regulation for the building of the culture from respects concerned are all necessary work to do. Besides, it is equally im- portant to absorb experience, enrich the content, meet the new requirements of the fast pace of informationization, focus on new measures to tackle the contradictions and problems, and to highlight the spirit of inheriting the tradition as well as pio- neering and innovating the future.
