文章首先建立一般产业集群演变的动力机制模型，分析推动产业集群发展演化的两种基本力量——地方政府和市场，揭示产业集群动力失衡的表现及其消极影响。然后，结合集群生命周期理论，定位地方政府和市场在新能源产业集群不同阶段升级过程中所应发挥的职能，并指出新能源产业集群的治理应由地方政府的“一元化”治理模式转型为由地方政府、地方网络、企业和全球价值链等主体组成的“多元化”治理模式。最后，以江苏省风电产业集群为例，对其目前所面临的问题及成因进行分析，并站在地方政府的角度提出相应的对策建议。

First, establishing the driving mechanism model of the industry cluster to analyze the fundamental influencing power of new energy industry cluster＇s evolution： local government and market, and reveal the performance and negative effects of the power imbalance. Then, combined with life cycle theory of cluster to clear the function orientation local government and market should play in the four stages of the upgrade process of new energy industrial cluster, and put forward the governance model should be transform from local government ＂unification＂ to ＂diversity＂ on the grounds of the main component of the local government, local network, enterprise and global value chain. Finally, take the wind power industrial cluster of Jiangsu Province as example, we analyzed the problems which the wind power industrial cluster are faced with, and gave out suggestions for the development of Jiangsu Province wind power industrial cluster from the local government management point of view
