“零负团费”模式是旅游业发展到一定阶段出现的客源地和目的地相互作用的一种现象。在对“零负团费”现象研究文献的回顾中发现，对消费者非理性、旅行社削价竞争、旅游产品同质化、信息不对称等表面化的现象进行探讨的较多，但对于旅行社业影响最大的制度层面的研究往往被忽略。制度约束是“零负团费”产生的主要原因，而且在旅游资源无法自由流动的条件下，“零负团费”无疑是一种可以最小化交易费用的模式。正是因为具有这样的优势，“零负团费”模式才成为包价旅游产品一种主要的经营模式。
