创新是促进经济发展的根本动力,如何激励创新业已成为重要的公共政策议题。在创新活动中,风险是创新的核心要素,缺乏对创新主体从事开拓性研究的科研保障和风险分担,导致其因无力承担风险而规避探索性研究活动。“双因素”模型试图改变目前创新激励政策中存在的“激励有余而保障不足”以及不平等的风险分配逻辑等问题,建立基于平等的保障机制和基于竞争的激励机制相结合的创新激励体系,既强调激励创新又宽容失败,既强调竞争又强调合作,通过提供科研和生活保障,给予创新主体尤其是青年研究者学术成熟的空间,培育本国的拔尖创新人才和创新文化。

Innovation is regarded as the most fundamental power for economic development, therefore, how to inspire innovation is one of the erueiaI issue of public policy. In ihe innovation activity, risk is-the core factor. The absence of the guarantee of scientific research and risk sharing for the innovation subject during their pioneering research has led to the avoidance of exploratory research because of their dis~ility of risk-taking. "Dual-factor" model aims to change the principle of "more stimulation but less guarantee" in the current innovation incentive policy and the unequal risk-allocation mechanism, and establish the innovation incentive system integrating the equality-based guarantee mechanism with competition-based motivation system, which not only emphasizes on innovation but also bears with failure, not onty emphasizes on competition but also cooperatiffn, so as to cultivate the native top-notch innovative personnel and innovation culture by means of the guarantee of scientific research and living of academic mature realm for the innovative subject, especially the voun~ researchers_
