文章以我国颁布的加工贸易转型升级指导意见和山东省的具体情况为依据，构建了山东省加工贸易转型升级绩效的定量评价指标体系，运用因子分析法，对2002-2011年山东省加工贸易转型升级绩效进行了实证检验，研究结果表明：山东省加工贸易转型升级绩效总体呈现缓慢的上升趋势，但依然存在产业和产品升级基础不牢、产业价值链升级缓慢、主体和区域优化以及境外转移升级不稳定等问题。建议激发企业转型升级的内生发展动力，推动价值链高效整合，引导加工贸易梯度转移。

Based on the Guidelines for the Transformation and Upgrading of Processing Trade issued by the government of Chi-na and the actual conditions of Shandong province,this paper sets up an index system to evaluate the performance of transfor-mation and upgrading of processing trade, and uses Factor Analysis Method to empirically test the performance of transforma-tion and upgrading of Shandong’s processing trade from 2002 to 2011. The results are as follows：the performance of transfor-mation and upgrading of Shandong’ s processing trade is generally on a slow upward trend, but there still exists some prob-lems and the major of them are as follows：the foundations of industry and product upgrading are not strong enough;the upgrad-ing of industry value chains is slow;the transformation and upgrading are not stable concerning the structural optimization of both the subjects and regions as well as the overseas transferring. Therefore, measures are recommended to take to stimulate the endogenous development power of enterprises’ transformation and upgrading, promote the efficient integration of value chain and guide the gradient transfer of processing trade.
