合肥市作为全国唯一节约集约用地试点市，研究其土地利用效率及时序变化状况，有助于进一步推动节约集约制度建设和经济社会可持续发展。运用DEA模型，从土地投入和产出两方面出发构建评价指标体系，对合肥市2001—2011年土地利用效率进行评价。结果表明：合肥市土地利用综合效率值位于0．75～1．0之间，土地利用效率整体较高；土地利用的非DEA有效年份，主要是由于土地投入要素配置不够合理，资金冗余比土地和劳动力冗余程度高造成的。今后可通过优化资金配置和加强技术改革力度提高合肥市土地利用综合效率。

Hefei is the only pilot city of economical and intensive land use nationwide, and it is helpful to further promote the construction of economical and intensive system and the sustainable development of economy and society studying the efficiency evaluation and sequential variation of land use in the city. Using the Data Envelopment Analysis （DEA） model, this paper builds evaluation index system to evaluate the efficiency of land use from 2001 to 2011 in Hefei City in terms of input and output of land. The results show that the comprehensive efficiency of land use is between 0. 75 and 1. 0 in Hefei City, which is relatively high. Moreover, the reasonable configuration of land input is the key to keeping the years being non-DEA of land use, with higher degree of redundant fund than redundant land and labour force. It is possible to improve the comprehensive efficiency of land use in Hefei by optimizing capital allocation and strengthening technical reform in the future.
