鄱阳湖生态经济区发展战略的核心问题是如何构建具有区域特色和优势科技创新体系，以增强区域自主创新能力，带动生态与经济共同发展。本文在运用SWOT分析法对鄱阳湖生态经济区科技创新体系建设的优势、劣势、机会和威胁进行定性分析的基础上，将AHP方法运用于SWOT分析之中，建立SWOT定量分析模型，对该地区科技创新体系建设的战略选择进行分析，提出了提升企业技术创新能力、充分发挥高校与科研机构的知识源泉作用、扩大产学研合作、加强中介服务体系建设等对策和建议。
鄱暘湖生態經濟區髮展戰略的覈心問題是如何構建具有區域特色和優勢科技創新體繫，以增彊區域自主創新能力，帶動生態與經濟共同髮展。本文在運用SWOT分析法對鄱暘湖生態經濟區科技創新體繫建設的優勢、劣勢、機會和威脅進行定性分析的基礎上，將AHP方法運用于SWOT分析之中，建立SWOT定量分析模型，對該地區科技創新體繫建設的戰略選擇進行分析，提齣瞭提升企業技術創新能力、充分髮揮高校與科研機構的知識源泉作用、擴大產學研閤作、加彊中介服務體繫建設等對策和建議。

The core problem in the development strategy of Poyang Lake Ecological Economic Zone is how to construct scientific and technological innovation system characterized by regional features and advantages as to strengthen the regional independent innovation ability and bring along common development of economy and ecology. On the basis of qualitative analysis of the strengths, weaknesses, opportunities and threats in the scientific and technological innovation system construction of Poyang Lake Ecological Economic Zone with SWOT method, AHP method was applied to SWOT analysis. This paper built a quan- titative SWOT model to analyze the strategic choice for the regional innovation system of science and technology and put for- ward some countermeasures and suggestions on improving enterprise technology innovation ability, giving full play to the role of the knowledge source of colleges and universities and research institutions, expanding the production- study -research cooperation, and strengthening the construction of intermediary service system.
