农村基层干部是我国干部队伍的基础。近年来，以县乡党政领导干部为代表的农村基层干部，其成长发展显示出一些共性的特点和规律。鉴于当前农村基层干部成长发展的特点和趋势，为了进一步做好基层干部队伍建设工作，应该继续坚持“干部到基层去、干部从基层来”的干部工作基本导向，把基层作为锻炼培养干部的摇篮和基地，同时切实关心重视基层干部的成长和发展，努力盘活用好基层干部这一宝贵资源，为基层干部的成长发展创造更多的机会和条件。
農村基層榦部是我國榦部隊伍的基礎。近年來，以縣鄉黨政領導榦部為代錶的農村基層榦部，其成長髮展顯示齣一些共性的特點和規律。鑒于噹前農村基層榦部成長髮展的特點和趨勢，為瞭進一步做好基層榦部隊伍建設工作，應該繼續堅持“榦部到基層去、榦部從基層來”的榦部工作基本導嚮，把基層作為鍛煉培養榦部的搖籃和基地，同時切實關心重視基層榦部的成長和髮展，努力盤活用好基層榦部這一寶貴資源，為基層榦部的成長髮展創造更多的機會和條件。

The rural grassroots cadres are the basis of our leadership. In recent years, their development, with party and gov- ernment leading cadres in the county and township as the representative, has displayed some characteristics and laws. Based on these features and trends, the construction of grassroots cadres should continue to adhere to the principle of ＂going down to the bottom, starting from there＂, taking the grassroots unit as the training base. In addition, enough attention and care should be given, opportunities and conditions be created and provided to these people, in order to promote their progress and bring their potential into full play.
