本文使用2003~2011年中国大中型工业企业的面板数据,在运用动态面板模型分析环境规制对R&D支出影响的基础上,进一步运用静态面板模型分析环境规制引致型R&D对全要素生产率的影响。实证结果表明,环境规制越严厉,总行业的R&D支出将增加,但环境规制引致型R&D对总行业的全要素生产率具有不显著的正的影响;污染密集型行业的环境规制对R&D支出存在显著的正向影响,清洁生产型行业的环境规制对R&D支出具有显著的负的影响,但污染密集型行业环境规制引致型R&D对全要素生产率也具有不显著的正的影响。环境规制引致型R&D对全要素生产率未能发挥明显的促进作用的原因是总行业环境规制引致型R&D占R&D支出的比例较低;污染密集型行业环境规制引致型R&D的使用效率比较低;“命令一控制”型环境规制抑制了企业技术创新的积极性。

By using panel data of large and medium- sized industrial enterprises during the period 2003 - 2011 in China, this paper applies a dynamic pond model for the effect of environmental regulation on R&D expenditures, according to the smile panel model further studying the impacts of environmentally induced R&D on total factor productivity. The enapirieal results show that stricter enviromental reg- ulailon will induce more R&D expenditures of total industries, but there is no significantly positive impact of environmentally induced R&D on overall industries' total factor productivity; there is significantly positive effect between environmental regulation and R&D expenditures for pollution- intensive industries, a significantly negative impact for cleaner production oriented industries, but it has also no significantly positive relationship between environmentally induced R&D and pollution- intensive industries' total factor productivity. Why does environ- mentally induced R&D have an insignificant role on total factor productivity? Firstly, overall industries' ratios of environmentally induced R&D are relatively low; secondly, utility efficiency of pollution- intensive industries' environmentally induced R&D is low; thirdly, com- mand and control regulation inhibits technological innovation initiative. In order to promote the effects of environmental regulation and the environmentally induced R&D on Chinese large and medium- sized industrial enterprises' total factor productivity, this paper proposes the following policy recoammndailous: one is to increase overall industries' ratios of environmentally induced R&D; second is to strengthen u- tility effieiency of pollution- intensive industries' environmentally induced R&D; third is to develop appropriate environmental regulation regulations.
