产业升级对高端技能型人才的“高技能”提出了新要求，高技能人才迫切需要提升现代技能水平。技能岗位的职业性、技能操作的技术性和技能教育的跨界性，共同构成了现代技能的特征与演化趋势。但目前高技能人才技能成长面临教育困境，包括学校教育制度的纵向层次困境、技术技能教育的横向跨界困境，以及职业技能提升的终身教育困境。创设本科以上高职教育制度，建立高职教育“直通车”，架构人才成长“立交桥”，完善国民终身教育体系，是突破技能教育困境的方向选择。

산업승급대고단기능형인재적“고기능”제출료신요구，고기능인재박절수요제승현대기능수평。기능강위적직업성、기능조작적기술성화기능교육적과계성，공동구성료현대기능적특정여연화추세。단목전고기능인재기능성장면림교육곤경，포괄학교교육제도적종향층차곤경、기술기능교육적횡향과계곤경，이급직업기능제승적종신교육곤경。창설본과이상고직교육제도，건립고직교육“직통차”，가구인재성장“입교교”，완선국민종신교육체계，시돌파기능교육곤경적방향선택。
Industry upgrading sets forth stricter requirements for high-skilled talents, and their modem skill level needs to be much improved. Modem skills have the characteristics of being occupational in high-skill jobs, technical in skill operation,and connective in skill education,which is also the evolvement trend of modern skills. However, currently high-skilled talents＇ skill development is in predicament, specifically, schooling length difficulty in educational system,collaboration difficulty between colleges and enterprises in terms of skill education, lifelong education difficulty in terms of skill improvement. Constructing undergraduate or above higher vocational education system, establishing higher vocational＂through train＂, connecting higher vocational education and regular higher education,and perfecting lifelong education system are the directional choices to break through the above educational predicament.
