避免所有制结构刚性化及其导致的资源错配，核心是建立国有经济与民营经济的共舞格局，大力发展动态混合所有制经济。国有经济和民营经济是中国经济“大舞台”的两根“台柱子”，独木难撑，独角戏也不会有人喝彩。要摆脱“国进民退”还是“国退民进”的舆论困境，应根据经济发展常态和经济危机状态，灵活调整，各定其位，各尽其能，各得其所。为此，要淡化国有企业的“长子”情结，软化垄断行业的刚性准入制度，进一步解决政企不分、国企管理行政化等角色错配问题，同时要抓紧清理有碍公平竞争的政策法规，硬化对民营经济的法律支持、政策支持。

The mixed ownership economy with dynamics should be built to avoid the resource misallocation caused by structural rigidity. The core is to make both state -owned economy and private economy compete in the same arena. Only the two economies can hold up the economic growth when one can＇ t. The discussion on ＂the state advancing as the private sector retreating＂ or vice versa should be laid aside so that each can play its role a- gainst the status quo of the economy or the emergency of economic crisis. Therefore, the affection to the SOEs as ＂the eldest son＂ of the country should be softened while the rigid entry barrier of monopoly sectors be eased. The roles played by the government and enterprises should be redefined so as to draw a clear line between the functions of each other. Legal and regulatory priorities should be given to the private economy by cleaning up policies and regulations hindered fair competition.
