2003年SARS以后，为重振香港经济，中国商务部与香港特区政府签署CEPA，“香港个人游计划”（俗称“香港自由行”）作为附件之一自2003年底起实施。本文运用统计和灰色关联度分析法分析了“香港个人游计划”实施的效果。研究发现，“香港个人游计划”使内地游客赴港旅游对香港经济影响作用增大，香港不同行业经济对内地访客的依赖有所变化。内地访客2004年之后比2004年之前与批发及零售业、住宿及膳食服务业产值关联度增大，且大于与其他国家访客的关联度，而其他国家的访客主要对金融及保险业和进出口贸易业的影响增大。

As the annex of CEPA which was signed by Commercial Ministry of China and the government of Hong Kong in purpose of the economic recovery of Hong Kong after SARS, ＂The Individual Visiting Scheme＂ has been carried on since 2003. Using the economic statistics method, this paper measures the economic effect that the scheme practice has been brought. It finds that the amount of the mainland visitor has significant effect on the economic growth of Hong Kong and the growth of two industries, the wholesale and retail trade, accommodation and food service, has strong relevance to the amount of mainland visitors.
