国际河流洪水灾害的频繁发生给相关流域国造成了严重的损害，甚至引起流域国关系紧张和纠纷。分析国际河流洪水灾害的人为原因，在结合相关法律文件的基础上，以预防原则、公平合理原则、受益补偿原则、国际合作等原则为前提，提出构建国际河流洪水灾害防治的信息交流制度、利益补偿制度、应急制度、联合管理制度等，并结合中国防治国际河流洪水灾害的法律实践以及存在问题，提出相应的措施建议。
國際河流洪水災害的頻繁髮生給相關流域國造成瞭嚴重的損害，甚至引起流域國關繫緊張和糾紛。分析國際河流洪水災害的人為原因，在結閤相關法律文件的基礎上，以預防原則、公平閤理原則、受益補償原則、國際閤作等原則為前提，提齣構建國際河流洪水災害防治的信息交流製度、利益補償製度、應急製度、聯閤管理製度等，併結閤中國防治國際河流洪水災害的法律實踐以及存在問題，提齣相應的措施建議。
국제하류홍수재해적빈번발생급상관류역국조성료엄중적손해，심지인기류역국관계긴장화규분。분석국제하류홍수재해적인위원인，재결합상관법률문건적기출상，이예방원칙、공평합리원칙、수익보상원칙、국제합작등원칙위전제，제출구건국제하류홍수재해방치적신식교류제도、이익보상제도、응급제도、연합관리제도등，병결합중국방치국제하류홍수재해적법률실천이급존재문제，제출상응적조시건의。
The frequent flood disaster of the international rivers causes not only serious losses to the basin countries but also intense relations and conflicts among them. The paper analyzes the natural and human causes of such disaster, and adopts the principles of prevention, justice, compensation and international cooperation according to the relevant laws for the establishment of the information exchange system, the interest-compensation system, the emergency system, the special management committee and so on. With a further analysis of the anti-flood experience and problems in China, the paper finally brings up some suggestions.
