所谓乡镇规程，是指引领、规范和指导乡镇各项工作的规则和流程，是对乡镇治理的规范化和制度化。然而，各地乡镇规程在总体上依然缺乏科学的治理结构、规范的议事规则、合理的服务流程、全面的监督机制、有效的激励手段、严密的财政制度。相应地，为提升制度化水平，完善乡镇治理，需要改进乡镇治理结构，规范乡镇议事规则，再造乡镇服务流程，完善乡镇监督机制，改革乡镇激励手段，健全乡镇财政制度。

The township regulations are the rules and processes to lead, regulate and guide the work of township, and the standardization and institutionalization of township governance. However, in general, the township regulations around China are still lack of scientific governance structure, standardized rules of procedure, reasonable service processes, comprehensive supervisory mecha- nism, effective incentives and rigorous financial system. Accordingly, in order to improve township governance and enhance the level of institutionalization, it is necessary to take some measures inclu- ding improving the governance structure, standardizing rules of procedure, reengineering service processes, improving supervisory mechanism, reforming incentives and improving financial system of township.
