生产性服务业作为制造业发展的中间投入，其发展与产业集聚的形成得益于制造业的地理集聚。研究通过对蓝色经济区生产性服务业产业集聚市级面板数据进行实证检验，证实了制造业的产业集聚是生产性服务业产业集聚有效形成的基础；资本、技术与人力资本的要素投入将对生产性服务业集聚形成正向关联。提供生产性服务业发展所需公共产品（金融支持、城镇化进程、教育投入等）将有助于生产性服务业发展。政府对于生产性服务业项目选择的行政干预，对生产性服务业在区域内形成有效集聚作用不显著。

Producer services industry acts as intermediate inputs in manufacturing industry. Manufacturing industry geographic agglomeration favors the development of producer service industry and the formation of industrial agglomeration. By using municipal panel data obtained from the blue economic zone in Shandong province, it proves that the formation of producer services agglomeration is based on the clustering of manufacture industry. Meanwhile, some inputs factors including capital, technology and human capital can promote the formation of productive service industry agglomeration effectively. Providing public product for the development of producer services （enhancement of financial support and acceleration of the process of urbanization, increasing of investment in education, etc.） will contribute to the development of producer services. However, due to the intervention of project selection, the strictly management of local government can not help to bring the success of producer service agglomeration.
