EPR政策的实质是通过一系列的政策安排以激励生产者承担起相应的“延伸”责任。文章基于微观经济学的边际分析方法对排污收费、补贴、押金一退款、预付费、标准管制等EPR政策工具的激励原理进行了揭示；探寻了不同EPR策工具的激励强度如何设定才能促使最终废弃物的排放量达到社会最优状态；并从监管成本、实施成本等角度对各种EPR政策的适用条件进行了探讨。分析表明：尽管这些政策工具的激励原理相类似，但却有着不同的适用性，在实际使用中应根据产业和市场特征进行相互替代或组合。

The essence of EPR policy is through a series of policies arrangement to encourage producers to undertake the corresponding ＂extension＂ responsibility. Based on the marginal analysis method of microeconomics, the paper revealed the incentive principle of EPR policy tools including Pigovian Tax, deposit-refund, input-output tax, substitution and standard regulation. Besides, we explore how to set the incentive intensity of different policy tools to prompt eventual waste emissions reaching the social optimal status and discuss the applicable conditions of different EPR policy tools from the perspective of supervision cost, implement cost and so on. It indicates that the incentive principle of those policy tools is similar, while there are respective advantages and disadvantages.
