价格听证会制度是实现城市公用事业政府定价的重要程序,政府定价的科学合理性依赖于听证会程序的正义性,但在价格听证会中,存在程序正义性缺失,如听证会参加人信息不对称、听证会组织者与政府定价主体重合、听证会参加人遴选机制不合理等.保证公用事业政府定价程序的规范性和结果的科学合理性,要在降低信息不对称的基础上,尽可能构建正义的价格听证程序,完善价格听证会制度.

Price hearing system is an important program in urban public utilities government pricing, and the scientific ra-tionality of government pricing depends on the procedural justice of the hearing. But in the practice of price hearing, there is lack of procedural justice, such as information asymmetry among hearing participants, the subject overlap of hearing organizers and government pricing administrators, the hearing participants selection mechanism is unreasonable, etc. To ensure the stan-dardization of government pricing procedure and the rationality of the results, we should build the price hearing procedure of justice as well as improve price hearing system on the basis of reducing information asymmetry.
