颠覆性创新理论缘起于经济管理学。由于军事项目合作的特殊性,对该领域的颠覆性创新需要新的合理阐释。文章以ENIAC为案例,探索研究军事合作项目中的颠覆性创新问题,发现困境具体体现在计划立项、技术选择与决策以及创新风险等方面,而军方现有的价值倾向及偏好是颠覆性创新困境的根源所在。由于军方偏向于延续性创新,科技专家只有将颠覆性创新伪装成延续性创新,才能更快获取创新资源。文章最后总结了破解困境的三条可能途径。

The theory of disruptive innovation originates from economic management. Due to the particularity of mili- tary project cooperation, disruptive innovation needs a new reasonable interpretation. In case of ENIAC, we explore the problems of disruptive innovation in military cooperation project, and find that the dilemmas exist in the applica- tion, technology choice and decision - making, and the risk of innovation, etc. , The existing value tendency and preference of the army is the root cause of the dilemma of disruptive innovation. Because the army prefers continuous innovation, experts of science and technology have to disguise disruptive innovation as continuous innovation to get innovation resources more conveniently. Finally, three specific solutions are presented to crack the dilemmas.
