物流服务柔性是物流需求客户选择第三方物流(TPL)必须考虑的关键因素之一,但在通常情况下物流需求客户对TPL物流服务柔性只能模糊感知而难以用精确数值衡量,引入云理论中的云重心评价法,通过自然语言表达的某个定性概念向具体数值表示的云模型转换,进而实现TPL物流服务柔性程度的精确度量,使动态需求下的客户评价更具解释意义。文章在阐述云理论与云重心评价法基础上,以江门TPL物流配送企业物流服务柔性评价为例,从配送柔性、订货柔性、仓储柔性三个维度构建了TPL物流柔性测度指标体系,提出了TPL物流柔性测度具体步骤,通过各指标权重的确定、各指标评语值的云模型转换、各测评指标的云模型表示以及加权偏离度的计算,实证分析了该方法应用的可行性,最后还就物流柔性测度应注意的几个问题进行了讨论与分析。

Logistics service flexibility is one of the key factors for logistics demand customers to choose the 3rd party logistics (TPL). In normal times, logistics demand customers can vaguely feel and hardly measure the 3rd party logistics service flexibility. This paper introduces the method of membership cloud gravity center in Cloud Theory, conducts a transformation from a qualitative concept in natural language expression to a cloud model in the specific numerical expressions to achieve accurate measure- ments about the 3rd party logistics service flexibility and make the customer evaluation more explanatory under the dynamic demand. On the basis of expounding the Cloud Theory and the method of membership cloud gravity center, by taking the evaluation of service flexibility of the 3rd party logistics enterprise in Jiangmen for example, the measurement index system for the 3rd party logistics service flexibility is established from the three dimensions of distribution flexibility, order flexibility, warehousing flexibility. The paper describes specific steps for the TPL logistics flexible measurement and positively analyses the applicability and feasibility of the method by the determination of weights of each index, the transformation from remark grades of each index to cloud model, cloud mode/ expressions of each index and the calculations of the weighted deviation degrees. Finally, several logistics service flexibility measurement problems which should be paid attention to are discussed and analyzed.
