区域协调发展基本法是调整区域协调发展关系最基本的法律,是协调区域发展规范化、制度化、法治化的前提和保障.性质研究是部门法哲学的理论基石,区域协调发展基本法的性质是区域协调发展法律理论研究及其制度设计的根源.区域协调发展基本法的秩序和正义价值应是区域协调发展基本法性质的体现,从秩序和正义的普遍价值出发,探讨区域协调发展基本法应是协调之法和规范协调之法以及公平法的基本性质,由区域协调发展基本法第一层次的规范性质和价值性质可以探究其更是以社会利益为本位的社会本位法.

Basic Law for Regional Coordinated Development is essential in adjusting balanced development among regions and is the premise and the guarantee for ensuring the standardization, institutionalization and legalization of regional development. The study of nature is the theoretical cornerstone of the philosophy of department law. The nature of Basic Law for Regional Coordinated Development is the root of theoretical research and system design of balanced development among regions. The order and justice value of the law should reflect its nature, which is the law of coordination, standardizing coordination and justice in line with the universal value of order and justice. It also should be the social standard law based on social interests according to the first nature, order and value.
