目前由于能源投资概念不清晰、统计范围不明、指标体系未形成、统计方法不科学等原因导致能源投资统计数据仅包括能源特征行业的能源投资，遗漏了部分新能源及非能源特征行业投资中的绝大部分能源投资，现行能源投资统计尚不能全面客观地反映能源投资活动的全貌。本文在全面梳理国内外相关研究文献的基础上，首次清晰界定了能源投资的涵义；在此基础上，借鉴我国现行的能源统计制度、固定资产投资统计制度、国民经济行业分类以及国外能源投资研究成果，结合实地调研结果，明确了能源投资的分类标准及统计范围，并构建了能源投资统计指标体系。本文的探索性研究对于完善我国的能源投资统计有重要的参考价值。

Energy investment statistics is a new field since the concept of energy investment is not very clear and the statistical range is not concisely defined. Thus the unformed index system and the less scientific statistical method lead to an unscientific energy investment statistics currently, which include the energy investment of energy characteristics industry, the miss part of investment in new energy and the most part of the non-energy characteristics industrial investment. The existing energy investment statistics cannot fully reflect the panorama of energy investment activities. This paper introduces related domestic and foreign literature on energy investment research area, and defines scientific concept of energy investment based on the definition of investment and energy. On this basis, we determine the connotation and the denotation of energy investment, the standard in energy investment classification, and we also clear statistics scope in energy investment according to the current statistical system of energy, statistical system of fixed assets investment, national economical industry classification, foreign energy investment research and the result of field work. As a result, we build up a scientific statistical index system of the energy investment. The exploratory research makes a remarkable contribution to improve energy investment statistics in our country.
