安徽当涂县的大公圩．肇兴于三国之际，兴盛彳嘲清．被誉为“江南第一圩”。大公圩在开发过程中，形成了创新围垦形式、因地制宜发展生产、采用先进养护堤坝的方法等特点。大公圩的管理也颇具特色，建有相对健全的水利管理机构，注重加强制度建设并取得明显成效。大公圩的过度开发，又导致圩区生态环境的失衡，水患频仍是其最直接的表现。

Dagong Polders, located in the southeast of Dangtu County of Anhui Province, were first developed dur- ing the Three Kingdoms Period and flourished in Ming and Qing dynasties. It was also honoured as ＂the First Pol- ders in the Southeastern China＂. During its development, it gave birth to such characteristics., innovative inning ways, promotion of production in line with local conditions, adoption of advanced methods in maintenance of dykes, etc. Great importance was given to the management of Dagong Polders in that a relatively sound water management agency was established and institution--building was equally emphasized, which achieved remarlable results. However, the overdevelopmet of Dagong Polders also brought forth recurrent environmental disequilibrium of ecological systems in the polder area. Frequent inundations were its most direct manifestation.
