The Outline of the Development Plan for Human Capital and Social Security in the Twelfth Five - year plan proposes to： realize provincial co - ordination of pension insurance for urban employers in an all - round way, and realize national co - or- dination of basic pension. National Development and Reform Commission takes ＂the study and formulation of the plan for national co - ordination of basic pension＂ as the key to deepen the reform of economic system in 2013. However, 25 - year reform of na- tional co - ordination of pension insurance did not go smoothly. The path from provincial co - ordination of pension fund to national co - ordination could be extraordinarily hard. The key to success lies in the rationalization of system, improvement of the mechanism, the adjustment of the pattern of interests distribution, and various items of comprehensive reform.
