计划经济体制下集体建设用地使用制度价值取向单一,造成了诸多问题。市场化改革进程中,集体建设用地使用制度改革应采取多元化的价值取向,坚持效率优先原则,实现城乡建设用地的平等,在此基础上化解各种土地利益冲突,促使各种土地价值的充分实现,实现公私利益的平衡。
計劃經濟體製下集體建設用地使用製度價值取嚮單一,造成瞭諸多問題。市場化改革進程中,集體建設用地使用製度改革應採取多元化的價值取嚮,堅持效率優先原則,實現城鄉建設用地的平等,在此基礎上化解各種土地利益遲突,促使各種土地價值的充分實現,實現公私利益的平衡。
계화경제체제하집체건설용지사용제도개치취향단일,조성료제다문제。시장화개혁진정중,집체건설용지사용제도개혁응채취다원화적개치취향,견지효솔우선원칙,실현성향건설용지적평등,재차기출상화해각충토지이익충돌,촉사각충토지개치적충분실현,실현공사이익적평형。
Under the planned economy, the value orientation in reformation of the use system of collective construction land was single, which led to many problems. In the process of marketization reform, collective construction land use system reform should take diversified value orientation, adhere to the principle of giving priority to efficiency, realization of the equality of urban and rural construction land. On this basis, we can solve all kinds of land conflict of interest, precipitate the full realization of the various land value, and make a bal- ance of the Public and private interests.
