非物质文化遗产保护价值具有认识论与存在论的哲学基础。非物质文化遗产保护价值的认识论维度要求保护主体理解非物质文化遗产本身具有的认识论哲学内涵，认识论是非物质文化遗产保护的基础与意义；非物质文化遗产保护价值的存在论维度要求保护主体认识到非物质文化遗产保护需要完整的文化生态，存在论是非物质文化遗产保护的目的与归宿。高校与地方政府合作保护非物质文化遗产是认识论与存在论的统一，既是人与自然、人与社会和人与人的存在相统一的体现，又是以实践为基础的马克思主义认识论的集中表现。高校与地方政府合作保护非物质文化遗产具有显著优越性：一是有利于更加科学有效地保护非物质文化遗产；二是有利于扩大非物质文化遗产传承人的培养范围；三是有利于政府进一步完善政府职能．维护我国文化安全。

Epistemology is the basis and meaning of intangible cultural heritage protection. Ontological dimension requires recognizing that intangible cultural heritage protection needs full cultural ecology, Ontology is the purpose and destination of intangible cultural heritage protection. Universities and local governments to protect intangible cultural heritage is the unity of epistemology and on- tology. Both Reflect human and nature, human and society, between human existence, and reflect practice-based of the Marxist theory of epistemology. Universities and local governments to protect intangible cultural heritage have significant advantages： first, conducive to a more scientific and effective protection of intangible cultural heritage; second, condueive to the expansion of intangible cultural heritage inheritors training range; third, help the government to further improve government functions, preserve our cultural security.
