进入21世纪以来,随着我国政府购买服务的不断探索实践,政府购买服务不仅是政府职能转变的重要体现,更重要的是一项社会治理机制创新。政府购买服务中涉及的公共服务、社会组织、社会工作、社会本位等内涵,标志着政府购买服务是一项创新的社会治理机制。这项机制的形成表现在培育社会组织、引入社会工作、推动社会倡导、公众受益、公众参与社会治理的若干层面和方面。同时认识和分析制约政府购买服务发展的因素.有利于做好政府购买服务近期和长期健康可持续发展的工作。
