1701-1804年间云台山与大陆相连,导致海州湾水陆态势巨变,引发海州港口和城市出现兴替.门户港从卞家口移到新浦,再移到大浦,最后移到老窑海港.城市方面,新浦依托水陆交通条件发展成为地区商贸中心,与行政、文化中心海州城共同构成区域中心城市.淮盐生产与交易中心板浦在海灌分治后成长为第一大城市.海港门户地带于1935筹划连云市,但直到1984年城市建设进展不大.近代海州城市格局不是今日新海老城与滨海新城构成的一市两城的格局,而是新海城、板浦城、连云市的三城对峙格局.另外,近代海州经济发展滞后主要在于战争时常打断基础设施建设,阻碍现代工业获得长足发展.

Mountain Yuntai had been close to the mainland from 1701 to 1804. The coastline upheaval brought changes of the gate ports, from Bian- jiakou to Xinpu, then to Dapu, lastly to Laoyao port. Xinpu by right of water carrige developed into a central city of the administration, culture in Haizhou. Banpu developed into a central city of salt production and trade of Huai River valley. Lianyun city was planed in the seaport region in 1935. But the urban construction had been a little progress untill 1984. Modern urban structure of Haizhou was not the same to the contemprary, wasn't two towns in these time, but three towns standed facing each other in Haizhou. In addition, the wars often broke in the development of Haizhou' s economy and in- frastrueture in modern time. That was the main reason of its undeveloned industries.
