当前我国西部地区农地规模经营发展相对滞后，达到规模经营的企业和种养大户或家庭农场数量较少、其经营的农地面积占农地总面积的比例很低以及规模经营效益难以充分显现，整体仍处于起步阶段。实地调研发现，农地流转市场机制未建立、政府不落实政策且盲目推介、租地营农者营农意识保守、信贷支持不够等是导致问题出现的主要原因。因此，西部省份地方政府应采取落实既有政策并出台新的促进农地经营规模发展的扶持政策、建立完善的农地流转市场机制和支持农地规模经营的财政金融体系、对农地受让者开展农业经营管理培训等措施，以突破这些制约因素，促进农地规模经营的快速发展。

Abstract ： Yongdeng County is experiencing slow development in the large - scale management of farmland. The number of sizable en- terprises, large - scale growers of planting and breeding as well as family farms is quite small in the county, which also sees a limited part of its farmland used for large - scale management. It is ibund through filed research that a scheme for the transfer of land - use rights is yet to be mapped out, related policies are weakly implemented, operators are adopting conservative methods in the large - scale management of farmland, and financial supports remain deficient in Yongdeng County. Consequently, the local government should firmly enforce the existing rules while launching new policies, set up a comprehensive mechanism for the transfer of land - use rights as well as a supportive financial system for the large - scale management, and carry out trainings on the management of farmland. Only in this way could the above - mentioned restricting factors be brought under control and the large - scale management of farmland in Yong- deng County be successfully carried out.
