十八大报告用“美丽中国”这一充满诗意和想象的文学性词语来刻画生态文明建设所追求的目标，十八届三中全会指出要围绕建设“美丽中国”深化生态文明体制改革，昭示了在中国特色社会主义建设的实践中，中国共产党对人类文明形态、结构和内容有着更清醒、更深刻的认识和把握。生态文明建设是全面建成小康社会的重要内容。优化土地开发格局，节约生态资源，强化防污治污措施，建立符合生态理性要求的生态文明建设制度体系是推进生态文明建设，实现“美丽中国”的有效途径。

The Report of the 18th National Congress of the CPC uses a poetic phrase ＂beautiful China＂ to describe its goal of ecological civilization construction, and the Third Plenary Session of the 18th CPC Central Committee points out that China will deepen the reform of ecological civilization by focusing the construction of ＂beautiful China＂. All this shows that the CPC has a profound understanding of the form, the structure and the contents of human civilization. Ecological civilization construction has a great realistic significance for the comprehensive building of a well-off society. The efficient ways to forward the construction and realize ＂beautiful China＂ are as follows： to optimize the pattern of land development; to promote resource conservation; to enhance the measures against pollution; to establish the relevant systems suitable to the developing rules and features.
