科学评价有色金属产业集群的竞争力是集群透视制约发展因素和准确定位的有效手段。在对有色金属产业集群化发展的研究成果进行梳理的基础上，运用产业集群竞争力评价经典模型GEM，从基础、企业和市场3个角度对“宝鸡·中国钛谷”产业集群进行深入分析和评价。结果发现：“资源”、“设施”和“本地市场”具有明显竞争优势，而“供应商和相关辅助企业”、“企业的结构、战略和竞争”和“外部市场是集群发展的制约因素。提出通过加强集群企业技术创新和集群创新网络的形成提高集群竞争力。

Scientific evaluation on the competitiveness d th~ non- ferrous metal industry cluster is the effective means to grasp the essence of the restricting factors and position itself accurately. The industry cluster ＂China Titanium Valley in Baoji＂ is analyzed and eval- uated from the viewpoints d groundings, enterprises and market using the classic model GEM for evaluating industry duster competitiveness on the basis of carding the research achievement of the non - ferrous metal industry cluster. The research results are as follows： ＂rv- sources＂, ＂facilities＂ and ＂local market＂ have obvious competitive advantage, while ＂suppliers and related auxiliary enterprises＂, ＂en- terprise structure, strategy and competition＂ and ＂external market＂ are restricting factors of the industry duster development. Strengthen- ing the technology innovation of cluster enterprises and forming the cluster innovation network are put forwagt to improve the cluster＇s com- petitiveness.
