教育公平问题是当今我国教育界关注的焦点。高等教育区域结构布局的差异,是实现高等教育机会公平的障碍。新中国成立以来,中央政府为满足社会主义建设的需要,积极发展中国现代高等教育。同时,为了使高等教育区域结构布局的相对均衡、协调发展,教育部制定了一系列政策和采取了一系列措施,并取得了一定成效。但是,我国高等教育所存在的区域结构的非协调、非均衡的布局,在进入21世纪之后,依然未得到有效解决,且有加剧之势。我们期望在中西部高等教育振兴计划实施和“2011计划”新政策启动背景下,高等教育区域结构不合理的现状能够在建国70周年的时候,也就是能够在《国家中长期教育改革和发展规划纲要(2010-2020年)》实施的周期内得到根本扭转,实现国家优质高等教育资源区域结构布局相对均衡、协调发展,办人民满意的高等教育,以便早日实现建设高等教育强国的梦想。

Educational equity issue has been the focus of the educational world in China today. The difference of the higher education' s regional structure is the obstacle on our way to achieve the equality of the higher education opportunities. In order to meet the needs of socialist construction, the central government develops Chinese higher education actively and devotes itself to the higher education' s relative balance and coordinated development since the establishment of the People' s Republic of China. As for this, a series of measures have been taken and delivered some positive results finally. However, the phenomenon of such a discordant and imbalance structure of higher education still exists until now. In addition, it had left a lingering question that remains unsolved into the 21st century. We look forward to the revitalization of higher education under the implements of the Midwest and 2011 program. We hope the unreasonable conditions of the higher education's regional structure could be reversed thoroughly till the People' s Republic of China' s 70th anniversary, namely during the implementation circle of the Outline of Mid-long Education Reform. Thus it can achieve the coordination of the nation's higher quality educational resources among various regions. As we all know, Serving people and making people satisfied are the fundamental principles of education. Thus we can realize our dreams of becoming the flourishing state through the thriving of education.
