在我国大规模的城市化进程中，如何将保障性住房公平地分配给合适的保障对象是当前社会颇为关注并亟需解决的一个问题。保障性住房分配工作不仅需要关注顶层制度设计，也需在微观可操作层面有所拓展。对比当前分配制度的弊端以及公平分配应当遵循的原则，归纳了当前制约公平分配的一些因素，提出了如若能够在信息采集和共享、流程固化、奖惩退出措施这三个微观层次关键点上有所突破，可使住房资源得到有效配置和优化，从而促进公平分配目标的实现。

With the progress of large - scale urbaniza- tion, China faces a concerned and urgent challenge that how to distribute the public housing to the security group with fairness and justice. This work needs not only the top - level design of operation system in the macro perspective, but also the practical measures in the micro perspective. Compared with the drawbacks of the current distribution policy and the principles that should be obeyed with, this essay concludes some constraints of equitable distribution, and suggests that if the three critical points of collection and sharing of information, solidification of procedures, and measures of exit have been improved in the mi- cro perspective, the distribution of public housing would be optimized, which benefits the achievement of equitable distribution.
