近年来，我国包装工业发展迅猛，产量已居世界前列并占有重要地位，对国民经济高速发展做出了重大贡献。然而，从资源、能源和环境的角度分析，包装工业从材料的提取、制备、生产、使用和废弃又是一个不断消耗资源和破坏环境的过程，直接影响到经济社会的可持续发展。提高包装工业资源、能源的利用效率，降低其生产、制造和使用等过程中的环境负荷，实现其持续发展是迫在眉睫的重要任务。对此，文章提出我国包装工业以“减量化、再利用、再循环”为原则，大力推广生态设计，实施清洁生产，推进包装减量化，加大包装循环利用，建立回收体系，加大回收利用技术研发，加强生产者责任者制度建设，以及过度包装的监管力度，全面促进包装工业的生态化改造和技术提升，实施循环经济发展战略，走可持续发展的道路。

근년래，아국포장공업발전신맹，산량이거세계전렬병점유중요지위，대국민경제고속발전주출료중대공헌。연이，종자원、능원화배경적각도분석，포장공업종재료적제취、제비、생산、사용화폐기우시일개불단소모자원화파배배경적과정，직접영향도경제사회적가지속발전。제고포장공업자원、능원적이용효솔，강저기생산、제조화사용등과정중적배경부하，실현기지속발전시박재미첩적중요임무。대차，문장제출아국포장공업이“감양화、재이용、재순배”위원칙，대력추엄생태설계，실시청길생산，추진포장감양화，가대포장순배이용，건립회수체계，가대회수이용기술연발，가강생산자책임자제도건설，이급과도포장적감관력도，전면촉진포장공업적생태화개조화기술제승，실시순배경제발전전략，주가지속발전적도로。
The packaging industry in China has got swift and violent development in recent years. The output of packaging industry has already occupied important status in the world, and made great contributions to the high-speed development of national economy in China. However, constantly from the view of resources, the whole process of the abstraction, preparation, and production, using and discarding of the packaging industry is course of consuming resources and destroying environment, energy and environment; which directly affects the sustainable development of economy and society. So improving the utilization efficiency for resource and energy, and reducing environmental load in the packaging industry that are imminent problem to realize its sustainable development. So taking ＂reduce, reuse, recycle＂ as the principle, launching three different scales of recycling of industrial materials extensively, developing the eco：design energetically, implementing cleaner production,advancing the reducing of packaging, strengthening packaging to recycle, establishing the system of recycling,strengthening recycling technology research and development, enhancingthe construction of producers responsible system, and the regulation of excessive packaging. Promoting the traditional packaging industry to ecological transformation and upgrade in an all-around way, developing recycling economy, and implementing the sustainable developmental path.
