建设中国（上海）自由贸易试验区是国家深化改革扩大开放的一项重大战略，自贸区探索试验的核心，在于以改革与开放的协同创新构建与经济全球化最新发展趋势相兼容的开放型经济体制。其目标体现了三个方面的特性：（1）国内改革与对外开放的协同性；（2）国内经济体制与经济全球化新体制的兼容性；（3）经济发展新战略对现行发展模式的超越性。协同性、兼容性与超越性体现了新阶段上开放型经济体制建设的道路、目标和意义。自贸区致力于探索管理体制创新，适应经济全球化新趋势，转变政府职能，维护国家经济安全，提升产业结构，创新竞争优势，实现双向开放，为国家实现更高水平的发展探索道路。

Abstract： It is a national strategy of vital importance to build a China （Shanghai） Free Trade Zone （FTPZ） for deepening reform and widening the scope of opening. The kernel of this experiment lies at constructing an opening economic system which is conformed to the up-to-date trend in economical globalization by a coordinating innovation in reform-and-opening. Its target embodies the characteristics in three aspects. The first one is a synergistic effect of domestic reform and opening to the outside world. The second one is to achieve the compatibility of domestic economic system to the new system of economic globalization. The third one is a new strategy for economic development exceeding previous pattern. These characteristics indicate the way, the target and the significance of the construction of the new system. FTZ strives to probe a new managerial system to meet the world trend, to transform the function of government, to ensure national economical security, to improve industrial structure, to create superiority in competition, and to realize a mutual opening, so as to attain a higher level of development.
