通过回顾专业镇的发展历程，以制度创新为主线梳理了专业镇的典型模式“苏南模式”、“温州模式”以及“珠江模式”的制度变迁，分三个阶段，对不同阶段专业镇发展和制度变革作了总结。最后介绍了广东江门的一种新型制度安排——专家顾问团制度，该创新型制度安排对于推动专业镇转型升级具有积极作用。

This paper reviewed the development of professional town and combed the institutional change of typical model of ＂Southern Jiangsu Model＂, ＂Wenzhou model＂ and ＂Pearl River model＂ using the institutional innovation as the main line, then made the summary for the develop- ment problems and institutional change from three different stages. Finally, it introduces a new institutional arrangement of Guangdong Jiangmen the expert advisory system which play an active role in promoting the transformation and upgrading of professional town.
