采用基于DEA的Malmquist指数和BCC模型,对“十一五”以来我国地方R&D活动效率进行了比较。结果显示,我国地方R&D整体效率水平波动性大,区域间效率比较呈现东部高、中部低格局,省际间效率聚类呈两头小、中间大现象,投入冗余和产出不足影响了R&D效率的提高。最后,在实证研究基础上,提出了相关对策建议。

Using the Malmquist index and BCC model based on DEA,this paper tested the efficiency of local R&D activities in china from the period of the 11th five year. The results reveal that the level of China's local R&D activity efficiency is fluctuation,R&D activity efficiency is higher in the eastern regions but lower in the middle regions, provincial comparison of efficiency is small on both sides and big in the middle, which affects the efficiency of R&D is the input redundancy and output deficiency, then on the basis of empirical research, we put forward the relevant countermeasures and suggestions.
