当前，我国科技型小微企业在发展中遇到了诸多难题，亟需采取有效措施加以扶持。以南京溧水区“321”人才创办的科技型小微企业为例，深入分析了其在资金、人才和市场3个方面面临的发展困境及具体成因，并基于政府主导视角提出了相关政策建议。
噹前，我國科技型小微企業在髮展中遇到瞭諸多難題，亟需採取有效措施加以扶持。以南京溧水區“321”人纔創辦的科技型小微企業為例，深入分析瞭其在資金、人纔和市場3箇方麵麵臨的髮展睏境及具體成因，併基于政府主導視角提齣瞭相關政策建議。

At present, China＇s technology-based SME encounter many problems in the development, the urgent need to take effective measures to support. Taking technology-based SME founded by ＂321＂ talents in Nanjing Lishui District as an example, this paper deeply analyzes their development dilemma in three aspects of the funds, personnel and market, and the specific reasons. Based on the perspective of government leading, this paper also puts forward the corresponding policy recommendations.
