고등교육 공평 제도 몽상

促进高等教育公平,主要通过制度。公共制度,要大力促进高等教育公平,必须有大力型创新,有时甚至必须有梦想型创新。提出三个梦想制度:校际互认完全学分制,国民无息贷款收入还贷制,仿税式高等教育学费制。这三个制度,不仅可以抑制甚至消除高等教育进入、资源配置与结果三个环节中的各种不平等,还可以推进廉洁社会建设、提升社会道德、优化社会品质,可以抑制贫富差别,维护、强化与推进社会正义,使社会及社会生活走向和谐,可以保障与提升国家高等教育整体质量和中华民族整体文化水平。这三个制度梦想的背后,是“国家富强、民族振兴、人民幸福”的中国梦,也许会引出促进高等教育公平的实际制度。

촉진고등교육공평,주요통과제도。공공제도,요대력촉진고등교육공평,필수유대력형창신,유시심지필수유몽상형창신。제출삼개몽상제도:교제호인완전학분제,국민무식대관수입환대제,방세식고등교육학비제。저삼개제도,불부가이억제심지소제고등교육진입、자원배치여결과삼개배절중적각충불평등,환가이추진렴길사회건설、제승사회도덕、우화사회품질,가이억제빈부차별,유호、강화여추진사회정의,사사회급사회생활주향화해,가이보장여제승국가고등교육정체질량화중화민족정체문화수평。저삼개제도몽상적배후,시“국가부강、민족진흥、인민행복”적중국몽,야허회인출촉진고등교육공평적실제제도。
Effective promotion of equity in HE comes from public institutional measures; and powerful public institutional measures come from imaginative innovations, even dream-like innovations. The author here produces three institutional dreams concerning promotion of equity in HE: the inter-institutional credit recognition and transference, the national free HE loan to be repaid with the completer's income, and the taxation-like HE fee calculation and collection. These institutional measures can not only suppress or remove inequalities in access, resources and results of HE, but also contribute to promotion of formation of clear society, elevation of the social morality and improvement of the social state, to suppression of the disparity between the rich and the poor, and maintenance, reinforcement and promotion of social justice as to lead the society and the social life to harmony, to assurance and improvement of the quality of Chinese HE as a whole and the educational and cultural status of the Chinese nation as a whole. Behind these institutional dreams there is the great dream nursed, the dream of China.
