通过了安全评价而被允许进行产业化推广的转基因作物依然可能产生环境风险,因此对其进行监管是非常必要的.但是,现在我国政府在转基因作物产业化推广监管中存在着制度型失灵和运行型失灵.这有其自身的原因,也与转基因科研机构和生物技术企业对其的影响紧密相关.对此,为了加强对转基因作物产业化推广的监管,以防范、杜绝、减少转基因作物环境风险的产生,除了政府要完善监管体系和改进监管行为外,还必须要确保公众监督权的实现,以便能监督政策的执行来确保政策的效能和监督政府的监管来确保政府的监管到位.
