在建国初期政府无力大规模修建新住宅、增加房屋总供给量的情况下,北京市人民政府主要采取了四个方面的措施来解决城市居民住房问题:一是整顿私有房屋租赁关系,执行私有房产保护政策,保护合法的房屋所有权和正当的租赁使用权,积极调动房东修缮房屋的积极性;二是成立房屋修缮委员会,鼓励并资助城市居民修缮破旧房屋;三是取缔房纤,严惩不法纤手;四是严禁机关团体企业购租民房,维护房屋租赁与买卖秩序.这些措施有效地缓解了日益紧张的首都房荒,维护了首都社会秩序的稳定.

In the early days of the PRC, as the government had no enough funds to build new houses and to increase the supply of houses, the People's Government of Beijing Municipality sought to solve the housing problem of Beijing citizens mainly by the following four measures. First, the government rectified the rental relations of private houses, carried out the policy of protecting the building property, protected those legal building property and valid rental right of the housing, and positively stimulated the landlord's initiative to repair their houses. Second, the government set up a committee of housing repair and encouraged and financed Beijing citizens to repair old and shabby houses. Third, the government cracked down the real estate agency and seriously punished those illegal agents. Last, the government rigidly prohibited the state organs, organizations from buying and renting the citizen' s houses and maintained the order of rent and transaction of real estate. The measures above greatly alleviated the housing problem in Beijing city in the early days of the PRC.
