自国际金融危机爆发以来，主要发达经济体积极增加长期投资，以刺激经济复苏，实现经济可持续增长。文章比较分析了美国、英国和日本等发达国家基础设施投融资机制，剖析了我国基础设施投融资机制的现状。我国正处于以新型城市化推动经济持续健康发展的重要阶段，必须合理把握政府在基础设施投资中的功能定位，建立健全市场化的长期投融资机制。

Since the international financial crisis, the major developed economies have increased their long - term investment to stimulate economic recovery and achieve sustainable economic growth. We compare infra- structure investment and financing systems in the United States, Britain and Japan, focus on the analysis of the mechanism of infrastructure financing in China, and point out that China is in an important stage of new urbani- zation to promote sustained and healthy eeonomic development. Hence it is necessary to properly identify and grasp the functional orientation of local government investment in infrastructure, and explore the establishment of market - oriented lon~ - term investment and financin~ svstem.
