建立中越跨界民族非法移民劳工合作管理协商机制，中越双方应围绕共同目标、规范框架和协调机构，签署双边协定解决历史遗留的难民问题，多层次多部门协商解决非法跨国婚姻问题和签署双边季节性移民劳工协议。并且以国际性战略合作的视野，谋划建立中国-东盟的区域协商机制，修正与完善当前的移民政策。

건립중월과계민족비법이민노공합작관리협상궤제，중월쌍방응위요공동목표、규범광가화협조궤구，첨서쌍변협정해결역사유류적난민문제，다층차다부문협상해결비법과국혼인문제화첨서쌍변계절성이민노공협의。병차이국제성전략합작적시야，모화건립중국-동맹적구역협상궤제，수정여완선당전적이민정책。
Based on the necessity of the consultation mechanism of cooperation management on Sino-Vietnamese cross-border and illegal immigration labor, both China and Vietnam have common goals for regulatory frameworks and coordinating bodies, bilateral agreements to resolve the refugee issue left over from history, the multi-level and multi-sector consultation on illicit transnational marital problems and a bilateral agreement for seasonal migrant workers, to achieve cross-national co-management mechanisms for illegal immigrant workers. It relies on the decision-makers in the view of international strategic cooperation plan to establish China-ASEAN regional consultation mechanism, and revise and improve the policy of the current immigration.
