我国生态文明建设和发展作为建设中国特色社会主义“总布局”的重要内容，有着与其他国家生态文明发展不同的特点。表现为：建设生态文明与保护建设的成果同步、协调发展；全面建设与突出重点相结合，发动全社会参与生态文明建设；从法律保护、行政管理、经济处罚、社会监督等多层面多环节加强对生态环境的保护，坚持了可持续发展。提出了加强生态文明建设的措施：创新生态文明观念；完善生态环境保护的立法；加大生态环境保护的法律宣传和强化执法力度；优化执法环境；为保护生态文明提供有效的制度保障。
