国际社会已经就伐木制品（HWP）在减缓温室气体排放上的贡献和巨大潜力达成共识，但在其碳计量方法学上尚存在分歧，使得相关议题谈判进展缓慢。文章回顾了联合国气候变化框架公约下HWP相关议题的国际谈判进展，分析了各国在森林管理参考水平（FMRL）技术评估报告中对HWP的处理，旨在为决策者考虑使用统一的计量方法学进行国家温室气体清单报告提供依据。

It has increasing）y become a consensus on the contribution of Harvested Wood Products （HWP） to mitigation of carbon dioxide emission and its enormous potential However, there is disagreement on the approaches of estimating carbon storage in HWP that should be chosen in National Greenhouse Gas Inventories under the IPCC Guidelines, which has hindered the progress of international negotiations on the related issues as a whole. This paper reviews the international process of negotiations on HWP related issues under the United Nations Framework Convention on Climate Change （UNFCCC）. The technical measures on HWP in the reports of the selected Parties＇ forest management reference level are analyzed, which provides policy implications for the future of carbon accounting of HWP.
