权力监督体系现代化是国家治理体系现代化的重要组成部分。推动权力监督体系现代化，必须推动廉政建设责任机制的现代化。行政首长担任廉政建设责任人模式已经无法适应形势发展的需要。在派驻机构统一管理体制改革的同时，应该建立派驻机构负责人即纪检组长担任驻在部门廉政建设责任人的模式。这一改革对于激活派驻机构监督效能，建立决策权、执行权和监督权相互制约相互协调的监督模式，破解一把手和班子成员监督难题以及建立有中国特色权力监督制约机制等具有重大影响和深远意义。

The modernization of power supervision system is an important element of the modernization of national governance system. To promote the modernization of power supervision system, we should promote the modernization of accountability mechanism among the construction of honest government. Nevertheless, it deters the modernization of accountability mechanism that the head of the governmental department acts as the monitor of government integrity. While we＇re reforming the dual leadership of the Accredited Agency of discipline watchdogs, the monitor can be substituted for the director of the Accredited Agency. This innovation would have an epoch-making effect on the performance of the Accredited Agency, the perfection of power balance between administrative units, the power constraints to the main leaders and the establishment of power supervision mechanism with Chinese characteristics.
