公私伙伴关系(PPP)模式在中国的公共项目中正.在得到琦益广泛的应用。由于对P1)P模式分类不清晰,并且缺乏对各种具体模式运作特征的深入了解,政府仅将诸BOT、BT、TOT等少数模式简单套搿到众多的公共项目中。如此就会出现PpP模式制度安排特征与公共项目属性不相匹配的问题。文章在文献调查的基础上,构建出PPP模式的二十二个小类、九个中类和四个大类的三级分类结构,提出政府在该分类结构中选择PPP模式时遵循从上至下的决策思路。针对九个中类的PPP模式。在所有权转移效益、经营权控制程度、公私合作程度构成的三维框架内,识别出公共项目PPP模式选择的三条路径,结合公共项目属性给出每条选择路径的适用条件。

PPP (Public-private Partnerships) mode has been increasingly applied to a wide range of public projects in Chi- na. Due to lack of clear classifieation of PPP modes and deep understanding on characteristics of all specific modes, the gov- erntnent applied simply a few PPP modes, such as BOT, BT. TOT, in all public projeets, which resuhed in a mismatch be- tween institutional arrangemenl characteristics of PPP modes and features of public projects. Based on literature re, view, the paper develops a three-level PPP mode classification structure which consists of 22 subdivisions, 9 types, 4 major catego- ries, and suggests that the government should follow a lop-down decision-making process when selecting PPP modes in the three-level classification structure. Three selecting paths for 9 types PPP modes are identified in the three-dimensional framcwork composed by transfer of ownership benefits, controlling level of operation rights, and cooperation level between the public and private sectors. The paper also brings forward applicable conditions for every selecting path according to the features of public projects.
