Using the case analysis method and taking a Bureau A of Guangzhou Municipal Administration for Industry and Commerce as a sample, the paper shows how to design a performance measurement system for the street-level code enforce- ment officers. It also explores how do local governments in China use different performance management tools like the Bal- anced Scorecard model and Key Performance Indicators, and incorporate major stakeholders including code enforcement offi- cers into its designing process for creating performance indicators to hold street-level bureaucrats accountable to the needs of citizens, thus promote the transformation of government governance.
