信息技术的飞速发展为反腐倡廉工作开辟了新的路径。网络反腐是数字化环境下公民参政权的表达，作为一种新兴的反腐利器，已日益成为世界上许多国家打击和预防腐败的重要手段。网络反腐在我国虽然开展得轰轰烈烈，但是却遭遇相关法律制度缺失的困境，导致侵害个人隐私权、侵害名誉权等违法问题时常发生。网络反腐的法律规制应维护社会公共利益原则，坚持言论自由、舆论监督、知情权和隐私权的合理平衡；应加强互联网法制化和网络反腐工作机制法制化建设，完善网络反腐立法，推行网络后台实名制，实行官员财产公开，立法保障举报人合法权益等，以规范网络反腐的健康发展。

he rapid development of information technology opens up a new path for the anti--corruption work. As a new anti-- corruption weapon, network anti--corruption expresses the citizens＇ political rights and democratic demands under the digital environment, and becomes an important mean to combat and prevent corruption in many countries. Although the network anti--corruption becomes more and more vital in our country, it still suffers from some dilemmas of the lacking of relevant legal system, which leads to some illegal issues, such as infringement of personal privacy,defama- tion and so on. The legal regulation of network anti--corruption should safeguard the social public interests, and make a reasonable balance between the freedom of expression, the supervision by public opinions,the right to know and the right of privacy. Therefor, the government should establish and perfect the relevant legal system of network anti-- corruption, implement the disclosure of officials＇ property, carry out a network real name system, make laws to protect the whistle blowers＇ legal rights and interests, so as to guarantee the healthy development of network anti--corruption.
